gov/careers *Purpose and Scope*: This position exists to provide technical, administrative and operational support for the Engineering Division.
The position reports to the Director of Planning & Community Development and receives direction and assignments from the City Engineer.
The incumbent assists with engineering related tasks relative to public works projects; traffic engineering; infrastructure planning and design; lighting, street, sewer, and water construction and maintenance; engineering projects; budgetary planning; coordinates program administration and ensures communication with various internal departments, outside agencies, and City residents.
This position is considered a key contact for City staff, residents and contractors for administrative tasks associated with utilities capital construction projects.
*Supervision:* This position may supervise office assistants and temporary/seasonal support as assigned.

_ 1.
Assists City Engineer in day-to-day duties including field and office engineering related tasks.
2.
Prepares construction bid documents including compete plans, specifications and cost estimates for simple projects and assists in the preparation of plans and specifications for more complex projects.
3.
Completes preliminary surveying and drafting necessary for the preparation of detailed construction drawings for various projects.
4.
Assists City Engineer with the planning, design, and estimating of infrastructure improvement projects by performing analysis and studies to provide and maintain the infrastructure system.
5.
Assists with field inspections of projects during construction for compliance with approved plans.
6.
Reviews engineering plans and information for new developments, subdivisions, and planned unit developments for compliance with City codes and good engineering practices.
7.
Provides Engineering support and information for other City Departments including Administration, Streets, Water, Wastewater, Parks, Police, Barstow Airport, etc; maintains engineering manuals and provides technical responses as needed; and reviews, updates, and creates new ordinances that relate to engineering.
8.
Reviews storm water detention sizing calculations for city permitting of commercial developments.
9.
Prepares applications for permitting through various regulatory authorities such as EGLE and MDOT.
10.
Prepares applications for various MDOT grant funding programs.
11.
Responds to questions and complaints from citizens related to capital improvement projects, funding, disputes, and drainage issues; responds to infrastructure and development questions.
12.
Assists with public relations campaigns on department projects to promote awareness within the community.
May make presentations to community groups and the media to promote program awareness.
13.
Assists with project management to include managing the project payment process including review and processing of invoices, change orders, monitoring work completion, and ensuring adherence to contract, plans and state regulations.
14.
Provides estimates and calculations of short and long-term capital projects for consideration during the budget process, ensuring they meet specifications for conformance with the city’s design and construction standards.
15.
Monitors and reports budget performance of individual projects including transition between fiscal years, verification of revenues and expenses.
Meets regularly with City Finance staff to ensure projects are meeting all budgetary and tracking specifications.
16.
Participates in the development of the capital improvement plan in collaboration with other city departments including creation and maintenance of project schedules and attendance of project meetings internally and on-site.
17.
Assists in the compilation of City Council meeting agenda items.
18.
Updates and maintains project changes on GIS system, and assists with other recordkeeping and reporting.
19.
Maintains detailed records of contractor performance, project costs, project particulars, and other aspects of capital projects and plans as required.
20.
Manages safety and training programs for department, including participation in City safety committees.
Schedules and delivers training programs, and also tracks participation for all employees 21.
Assists in budget development and ongoing reviews of expenditures/revenues.
22.
Assures accurate and timely preparation of all reports pertaining to department programs/special projects in accordance with department policies and procedures 23.
Develops and maintains communication with subordinates and management within the department to monitor operational activities and to ensure that departmental goals are met.
24.
Assists with procurement, budget preparation, accounts payable functions and payroll review.
25.
Provides secondary support for subordinate staff including but not limited to payroll entry and processing, customer service support and other tasks as needed.
26.
All other duties or projects as assigned by the Director of Planning & Community Development.
*Required Knowledge, Skills and Abilities*: 1.
Bachelor’s Degree in Civil Engineering or equivalent field.
2.
State registration as a licensed civil engineer or ability to obtain within 2 years.
3.
Minimum of two years of experience with municipal engineering projects to include administrative and/or supervisory experience, preferred.
4.
General knowledge of municipal engineering including traffic engineering; infrastructure planning and design; street, water and sewer construction and maintenance; capital improvement planning; project management, computer aided drafting (CAD) and GIS mapping systems.
5.
Ability to effectively communicate verbally and in writing to a wide variety of audiences including residents, business owners, City staff, contractors and the general public.
6.
Ability to listen and determine what a resident really needs assistance with, and to solve problems efficiently and satisfactorily.
Ability to diplomatically deliver unpopular information to residents and other stakeholders.
7.
Demonstrated knowledge of technology and specific software applications to accomplish tasks and solve work related problems.
Strong aptitude to learn new software and train others.
Prefer proficiency with MicroStation CAD software including the ability to draft in two dimensions, and experience with Roadsoft transportation asset management software.
8.
Prefer ability to operate modern survey equipment (total station, laser level, GPS equipment and software).
9.
Demonstrated knowledge of desktop publishing software, social media and website operations.
10.
Strong interpersonal skills and demonstrated history of effective leadership.
11.
Ability and initiative to work independently and cooperatively as part of a team.
12.
Ability to work under stress and use good judgment in critical situations.
13.
Skill in assembling information, analyzing data, preparing comprehensive and accurate reports, and formulating policy and service recommendations.
14.
Must possess a valid State of Michigan driver’s license with a good driving record.
*Physical and Mental Demands:* *Physical Demands* While performing the duties of this job, the individual must regularly move around City facilities, operate a City vehicle; attend meetings at off-site locations and navigate through field sites, including terrain that is icy or wet; occasionally works in environments with extreme temperatures, loud noise, dust, mold, moisture and chemicals; must be able to work at a desk for extended periods while operating office machinery; must communicate with individuals in person and by telephone; repetitively operate all standard office equipment; required to occasionally lift objects weighing up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

Job Type: Full-time Pay: $71,557.
