GENERAL STATEMENT OF DUTIES
Performs difficult professional work planning, organizing, administering, evaluating job training programs and
services, oversees fiscal management of the department, and creates and maintains professional partnerships
with County regional organizations.
The CEO reports to the County Consortium Board and the Workforce
Development Board of the Great Lakes Bay Michigan Works.
• Oversees the development and implementation of board strategic plans, policies, and administrative
procedures.
• Directs the staff and operations of the Michigan Works! Department; leads, guides, and motivates
employees.
• Develops and maintains professional working relationships with local and regional County businesses,
non-profit organizations, organized labor, and education institutions.
• Identifies and creates strategic partnerships to facilitate the design and development of workforce
programs and other strategic initiatives.
• Provides orientation and training to Board members.
• Monitors and ensures departmental operations comply with performance measures; oversees and
reviews workforce development data gathering, Board resolutions, contracts, and State and Federal
grant applications for data quality.
• Oversees the operations and the administration of Michigan Works! Service Centers, access centers,
satellite offices, and mobile service centers; evaluates services and ensures customer satisfaction.
• Evaluates program performance; ensures compliance with program regulations; and provides
recommendations to enhance program effectiveness.
• Oversees the management and negotiation of department contracts and contracted service providers.
• Interprets the Workforce Investment Opportunities Act (WIOA) and other workforce legislation;
provides policy options for WIOA implementation.
Ensures compliance with applicable federal, state,
local laws, rules and regulations.
• Represents the Department at state and national conferences; oversees outreach, public relations, and
marketing operations of the department.
QUALIFICATIONS
Education: Bachelor's degree with coursework in business administration, public administration, marketing, or
related field.
Experience: Considerable experience (3-5 years) directing the operations, programs, and employees of a workforce
development department.
